General Situation At The End Of 2025 And Beginning Of 2026
At the moment, a dual submission model is in place:
- new application forms are already mandatory;
- the old system of in-person reservations is still partially operating;
- MOS v2.0 has been officially announced but has not been fully launched yet.
This means that:
- different voivodeships have different rules;
- the same strategy does not work across all of Poland;
- a mistake at the start can cost you months or even years of waiting.
Wrocław (Dolnośląski Urząd Wojewódzki)
As of today, Wrocław is the most convenient voivodeship for filing an application if you already have a previously reserved appointment date.
What is important to know:
- in-person appointments booked under the old reservation system are still taking place;
- appointments are being held in January, February, and likely in March 2026;
- scheduled dates are not being canceled.

Warsaw (Mazowiecki Urząd Wojewódzki)
In Warsaw, the transition to a digital model happened earlier than in other regions.

- booking an in-person appointment is completely closed;
- applications are accepted exclusively through MOS;
- paper documents are not accepted.
Warsaw’s advantage is faster case processing than in many other voivodeships. However, there is one critical point: e-Doręczenia.
Inspectors actively send requests for:
- additional documents;
- data clarification;
- re-submission of files.
If you do not respond on time, your case will automatically become “stuck.”

Many foreigners remain in an uncertain status for years.

Kraków (Małopolski Urząd Wojewódzki)
In Kraków:
- there is no in-person reservation system;
- processing times are 6–12 months and often longer;
- requests for additional documents are sent regularly.
Filing independently often leads to:
- multiple korekta wniosku;
- loss of time;
- repeated reviews.
Legal support here genuinely shortens the process rather than being just a formality.
Gdańsk (Pomorski Urząd Wojewódzki)
Gdańsk has long been operating under a postal submission model.
Pros:
- biometrics appointments are scheduled quickly;
- the process is clear and understandable.
Cons:
- very strict document review;
- frequent requests for translations, explanations, and additional certificates;
- any small mistake means a delay in the case.
That is why Work Permit recommends preparing the document package as thoroughly as possible even before submission.
Poznań (Wielkopolski Urząd Wojewódzki)
Poznań is considered one of the calmest voivodeships.
- applications are submitted mainly via Poczta Polska;
- without legal support, the waiting time is 10–18 months;
- with legal support, it is often 6–8 months.
It is precisely because of these relatively predictable timeframes that many clients choose this region.
Important Information About MOS v2.0
All immigration offices:
- are completing appointments booked under the old reservation system;
- will switch to online-only applications after the official launch of MOS v2.0.
The date will be announced in advance by the Office for Foreigners (UDSC).
After the launch:
- there will be no in-person document submission;
- an office visit will only be required for fingerprint collection.

Residence Card Based On Employment And The Employer’s Role In 2026
Starting in 2026, legalization based on employment becomes fully digital.
The key innovation is direct online communication between the immigration office and the employer via e-Doręczenia.
How It Works:
- The foreign national submits the application in MOS.
- The inspector sends the employer an electronic załącznik nr 1.
- The employer must: – fill in the required data; – sign the document with an electronic signature.
Until the załącznik is signed, the application is considered incomplete.
Main Risks:
- the employer does not have a Profil Zaufany;
- the employer does not understand how e-Doręczenia works;
- the employer makes mistakes in the salary or job title.
- In 2026, the employer’s role becomes critical, and Work Permit supports the process from both sides to avoid delays.
Advantages Of The New System
- załącznik nr 1 can be added during the review process, not only at the very beginning;
- the same logic applies to students, trainees, and volunteers;
- after submission, an UPO and an electronic confirmation of legal stay are issued.
There Will No Longer Be A “Red Stamp” In The Passport
With full digitalization, the passport stamp disappears.
Instead, applicants will receive:
- an electronic zaświadczenie from MOS;
- the ability to download and print the document;
- real-time online case status tracking.
Recommendation From Work Permit:
- always keep a printed copy of the zaświadczenie;
- save a screenshot of your case status.
New Forms Effective From December 1, 2025
Already in force:
- a new wzór wniosku;
- updated załączniki;
- new requirements for photographs and employment data.
